(a) That these meetings should normally be
summoned by the Department whose interests were predominant in the particular matter under consideration.
(b) That a notification that these joint
meetings of the Staffs have been held should be communicated to the Secretary of the Committee of Imperial Defence by the Department summoning the meeting so that the number of such meetings may be on record in the archives of the Chiefs of Staff Committee".

With regard to the question which you raise in your
minute as to the overlap which will occur between the
functions of the Oversea Defence Committee and Committee of the Staffs of the three Services", I would prefer, if I may, to discuss this question with you
personally.
From the above summary you will see that the whole question has been dealt with either by the Committee of Imperial Defence or by the Chiefs of Staff Sub-Committee, and that no reference has ever been made to the Oversee Defence Committee. In these circumstances, I am inclined to agree with the suggestion at "X" of Mr. Olutterbuck's minute of the 8th March attached to the se papers, to the effect that a copy of 6630 (without
enclosures) and 8631 (with enclosure No.3) should be sent
to the Admiralty, War Office, Air Kinistry, &C.
